1. Rules
1.1 The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS), except that between 23.00 and 03.00 RRS part 2, shall, in applicable parts, be replaced by the International Regulations for Preventing Collisions at Sea.
1.2 ISAF Offshore Special Regulations Category 3, with Life raft, will apply with the following amendments:
a) Classic yacht with construction limitations that make it impossible to fulfill ISAF Special Regulation Category 3 with Life raft, can apply for execption. Such application shall be at the KSSS office in Saltsjöbaden no later than Thursday 16 June, 2011
b) One fire extinguisher must be reachable from cockpit
c) Emergency navigation lights according to 3.27.4 do not have to comply with the International Regulations for Preventing Collision at Sea concerning light angles (2.03.3)
d) Life raft, according to paragraph 4.20 must have been serviced after 2009-05-01
e) Vacuum packed life rafts must have been serviced after 2008-05-01 if the specifications from the manufacturer and the service station certificate allow this
f) Life rafts on board chartered boats and rented life rafts, all of valise type, must have been serviced after 2010-05-01
g) Life rafts complying with ISO 9650 standard shall follow ISO 9650-1 Type 1 regulations (High wind speeds and significant waves may be experienced). Temperature class B and Equipment Pack 2 (<24 h) is accepted
e) Inflatable life jackets must be inspected after 2011-05-01 by the person in charge and the auto inflation devices expiry dates must be in accordance with the manufacturer’s specifications
1.3 International Measurement System (IMS) and ORC Rating Systems will apply.
1.4 Swedish competitors shall when racing follow the licensing rules for advertising as decided by the Swedish Sailing Federation.
1.5 Boats shall be required to display advertising chosen and supplied by the organizing authority.
1.6 RRS 52 does not apply.
1.7 Participating boats shall be equipped with AIS and have it switched on during the race.
2. Eligibility requirements
2.1 The person in charge onboard the boat shall be a member of his/her Member National Authority or one of its affiliated organisations. The person in charge shall be at least 21 years old.
2.2 Each participating boat shall be insured with valid third party liability insurance.
2.3 Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
2.4 Participating boats shall accept a journalist/photographer or other person, appointed by the Race Committee, to stay on board during the race. Such a person does not count as part of the crew weight.
2.5 Participating boats shall have valid VHF certificates from the relevant national authority. Swedish boats shall also have a subscription to Stockholm Radio.
2.6 A boat shall accept to carry positioning and/or camera equipment on any given position on board during the race. The Race Committee will supply the equipment.
2.7 The Race Committee has full authority to determine the eligibility of any yacht to enter and will divide into classes and adjust length of courses, at its discretion, when the entry date has expired.
2.8 Boats less than 7 m LOA can only participate after approval by the Race Committee.
2.9 Minimum crew is 2 persons.
2.10 Classic Yachts are defined as boats built in wood or metal launched before the 31 December 1967, and remained mainly conformal to her original plans. Alternatively a replica built anytime, which is built in conformity with or is a copy of an existing boat, or according to an original one off design prior to 31 December 1967. Race Committee decides if a boat is allowed to enter as a Classic Yacht.
3. Entries
3.1 Advance entry shall be made not later than 31 May, 2011 online atwww.ksss.se. A copy of valid signed rating certificate shall be sent toksss@ksss.se. Entries may be accepted until 29 June, 2011 at increased entry fee. Such entries require acceptance by the Race Committee. The rating certificate may not be changed after 29 June, 2011 except as a result of a rating protest or to correct adjusted data from the rating office. This changes RRS 78.2.
3.2 The advance entry shall include the following: Name of the event, class, letters, sailing number, skippers name, address, e-mail address, telephone number, yacht club and other information that is crucial to the event.
3.3 Entry fee: SEK 3 100 Late entry SEK 4 600 The entry fee is paid via the entry form online or bg 160-2861. Foreign competitors can also pay via BIC through SEB, Stockholm, Sweden. IBAN: SE52 5000 0000 0525 9100 1006 BIC:ESSESESS. Personal cheques or Euro Cheques cannot be accepted.
3.4 Confirmation of entry will be sent by mail from May 2011. If an entry is withdrawn before 22 June, 2011, the entry fee will be repaid after the deduction of administration expenses of SEK 700.
4. Registration, starting program and measurement checks
4.1 Registration shall be made at the Race Office in Stockholm (Galärvarvet) not later than 5 July, 2011 at 15.00 upon completion of the safety inspection and delivery of the crew list signed by the person in charge. Starting Program with starting order and starting lists will be handed out at the Race Office in Stockholm.
4.2 A boat or equipment may be inspected at any time for compliance with certificates, class rules, special regulations, notice of race and sailing instructions.
5. Sailing Instructions
5.1 The sailing instructions will be sent out with a confirmation of the entry.

7. Safety Inspections
7.1 The safety inspection will take place at designated Safety Inspection Stations in Stockholm. Safety inspections for Sandhamn Open or Hangö – Sandhamn 2011 are also valid. There is also a possibility to do the safety inspections for the ÅF Offshore Race during Sandhamn Race Week.
8. The course and rounding reports
8.1 The Race Committee has full authority to change the courses.
8.2 The archipelago course (Stockholm – Sandhamn), app. 40 NM, and the offshore course, app. 200 NM, will be presented in the Sailing Instructions.

8.3 Areas marked “Tillträde förbjudet/Entry prohibited”, or in another way stated that entry is prohibited are designated obstructions.
8.4 A boat shall report the passing of rounding marks via VHF-radio as stated in the Sailing Instructions.
9. Penalty systems
9.1 Except what is stated in RRS 64.1a, the jury can penalise a boat with an addition of 5% to the sailed time.
9.2 A boat notified OCS will be penalised in accordance with 9.1 in the Notice of Race.
9.3 In alteration of RRS 63.1 a boat, failing to report rounding on VHF in accordance with paragraph 8.4 in the Notice of Race can, without hearing, be penalised in accordance with paragraph 9.1 in the Notice of Race. Such a boat will be notified in the list of results.
10. Scoring
10.1 ORC Club based on the Time on Time Offshore. Scoring for the archipelago race and the offshore race will be separated.
11. Prizes
11.1 KSSS prizes for each class according to the number of boats entered in the class: one prize for every five boats or part of five, until a maximum of eight prizes for each class. Perpetual trophies see special list. A plaque will be given to each crewmember on board participating boats.

Participating boats do not pay mooring fee in the KSSS Harbours in Stockholm/Sandhamn/Lökholmen from 4 July to 10 July 2011.
