1. Rules 
1.1
  The event will be governed by the rules as defined in the Racing Rules of Sailing (RRS), except that between 23.00 and 03.00 RRS part 2, shall, in applicable parts, be replaced by the International Regulations for Preventing Collisions at Sea.

1.2  ISAF Offshore Special Regulations Category 3, Monohulls with Life Raft will apply with the following amendments: 
a)   One fire extinguisher must be reachable from cockpit 
b)   Emergency navigation lights according to 3.27.4 do not have to comply with the International Regulations for Preventing Collision at Sea concerning light angles (2.03.3) 
c)   Life raft, according to paragraph 4.20, must have been serviced after 2009-05-01 
d)   Vacuum packed life rafts must have been serviced after 2008-05-01 if the specifications from the manufacturer and the service station certificate allow this 
e)   Life rafts on board chartered boats and rented life rafts, all of valise type, must have been serviced after 2010-05-01 
f)   Life rafts complying with ISO 9650 standard shall follow ISO 9650-1 Type 1 regulations (High wind speeds and significant waves may be experienced). Temperature class B and Equipment Pack 2 (<24 h) is accepted 
g)   Inflatable life jackets must be inspected after 2011-05-01 by the person in charge and the auto inflation devices expiry dates must be in accordance with the manufacturer’s specifications

1.3  International Measurement System (IMS) and ORC Rating Systems will apply for ORC International. Yachts participating in the IRC class must be fully compliant with the IRC Rules Parts A, B and C. The SRS rule will apply for SRS classes.

1.4  Swedish competitors shall when racing follow the licensing rules for advertising as decided by the Swedish Sailing Federation.

1.5  Boats shall be required to display advertising supplied by the organizing authority, one flag and two stickers. Boats with delicate hull surface may be granted an exception by sending a written application to the Race Committee.

1.6  RRS 51 is modified to allow the moving of canting keel and declared water ballast only. All other movable ballast as defined by RRS 51 shall be subject to that rule.

1.7  RRS 52 does not apply.

1.8  Boats equipped with AIS shall have it switched on during the race. Boats sailing course Charlie shall be equipped with AIS and have it switched on during the race.

2. Eligibility requirements 
2.1
  The person in charge onboard the boat shall be a member of his/her Member National Authority or one of its affiliated organisations. The person in charge shall be at least 21 years old. 

2.2  Each participating boat shall be insured with valid third party liability insurance.

2.3  Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

2.4  Participating boats shall accept a journalist/photographer or other person, appointed by the Race Committee, to stay on board during the race. Such a person does not count as part of the crew weight.

2.5  Participating boats shall have valid VHF certificates from the relevant national authority. Swedish boats shall also have a subscription to Stockholm Radio.

2.6  A boat shall accept to carry positioning and/or camera equipment on any given position on board during the race. The Race Committee will supply the equipment.

2.7  The Race Committee has full authority to determine the eligibility of any yacht to enter and will divide into classes and adjust length of courses, at its discretion, when the entry date has expired.

2.8  Boats less than 7 m LOA can only participate after approval by the Race Committee.

2.9  Minimum crew is 2 persons.

2.10  For all rating rule classes a minimum of 15 entries are required in each class. One Design classes according to the Race Committee decision. A minimum of 8 entries in each One Design class registered 1 June, 2011.

3. Entries 
3.1
  Advance entry shall be made not later than 31 May, 2011 online at www.ksss.se. A copy of valid signed rating certificate shall be sent toksss@ksss.se. Entries may be accepted until 29 June, 2011 to an increased entry fee. Such entries require acceptance by the Race Committee. The rating certificate may not be changed after 29 June, 2011 except as a result of a rating protest or to correct adjusted data from the rating office. This changes RRS 78.2.

3.2  The advance entry shall include the following: Name of the event, class, letters, sailing number, skippers name, address, e-mail address, telephone number, yacht club and other information that is crucial to the event.

3.3  Entry fee:

The entry fee is paid via the entry form online or via bg 160-2861. Foreign competitors can also pay via BIC through SEB, Stockholm, Sweden. IBAN: SE52 5000 0000 0525 9100 1006 BIC:ESSESESS. Personal cheques or Euro Cheques cannot be accepted.

3.4  Confirmation of entry will be sent by mail from May 2011. If an entry is withdrawn before 22 June, 2011, the entry fee will be repaid after deduction of an administration fee of SEK 700.

4. Registration, starting program and measurement checks 
4.1 
 Registration shall be made at the race office in Stockholm (Course Charlie) and in Sandhamn (Course Alfa and Bravo) not later than 5 July, 2011, at 15.00 upon completion of the safety inspection and delivery of the crew list signed by the person in charge. Starting Program with starting order and starting lists will be handed out at the Race Office.

4.2  A boat or equipment may be inspected at any time for compliance with certificates, class rules, special regulations, Notice of Race and Sailing Instructions.

7. Safety Inspection 
7.1 
 The safety inspection will take place at designated Safety Inspection Stations in Stockholm (Galärvarvet), Sandhamn and Lökholmen. Safety inspections for Hangö – Sandhamn and Sandhamn Open 2011 are also valid. There is also a possibility to do the safety inspections for the ÅF Offshore Race during Sandhamn Race Week.

8. The course and rounding reports 
8.1 
 The Race Committee has full authority to change the courses.

8.2  The archipelago course is mandatory to boats sailing course Charlie (Stockholm – Sandhamn), app. 40 NM. The Course will be presented in the Sailing Instructions. Starting line situated in Stockholm inner harbour.

Three offshore courses are planned with lengths app. 310, 360 and 400 NM.

8.3  Areas marked “Tillträde förbjudet/Entry prohibited”, or in another way stated that entry is prohibited are designated obstructions.

8.4  A boat shall report the passing of rounding marks via VHF-radio as stated in the Sailing Instructions.

9. Penalty systems 
9.1 
 Except what is stated in RRS 64.1a, the jury can penalise a boat with an addition of 5% to the sailed time.

9.2  A boat notified OCS will be penalised in accordance with 9.1 in the Notice of Race.

9.3  In alteration of RRS 63.1 a boat, failing to report rounding in accordance with paragraph 8.4 in the Notice of Race, can, without hearing, be penalised in accordance with paragraph 9.1 in the Notice of Race. Such a boat will be notified in the list of results.

10. Scoring 
10.1 
 ORC International time allowance will be based on the Performance Curve Scoring System, Ocean for PCS. For IRC Endorsed and SRS “Time-on-Time” will be used. Double scoring is offered if valid rating certificates for both ORC Int. and IRC Endorsed is presented at entry. Scoring for the archipelago race will be separated from the offshore race.

11. Prizes 
11.1 
 KSSS prizes for each class according to the number of boats entered in the class: one prize for every five boats or part of five, until a maximum of eight prizes for each class. Perpetual trophies see special list. A plaque will be given to each crewmember on board participating boats.

Mooring 
Participating boats do not pay mooring fee in the KSSS Harbours from 4 July to 10 July, 2011. ISAF Offshore Special Regulations ISAF Offshore Special Regulations Category 3 can be found at www.sailing.org. Swedish version of Category 3 can be found at www.shf.nu.

Official Speed records 
ÅF Offshore Race (Round Gotland Race) official speed records are registered at ISAF World Sailing Speed Record Council and can be reviewed at www.sailspeedrecords.com. The speed records are 14,38 knots for Multihull and 10,88 for Monohull.

Regatta Dinner 
The Regatta Dinner in Sandhamn will take place immediately after the Prize Giving Ceremony, Saturday 9 July. Please make your reservations directly to Seglarhotellet in Sandhamn, gotlandruntbord@sandhamn.com.
